• Digital works may be submitted for possible publication by completing the on-line submission form. 
• Following submission, the work will be assigned to two or more experts in the subject area for review.
• Following acceptance by the reviewers and the editorial board, the existing intellectual property agreements between the copyright owners will be reviewed.
• An agreement will be established between the copyright owner(s) and the University explicitly defining publishing rights, responsibilities and the disposition of any income.  A description of publishing options is available.
• Upon completion of a publishing agreement, the work will undergo editorial refinement prior to publication.
