Bringing UTHSC-H to the World – Bringing the World to UTHSC-H
In June of 2001, the Office of International Programs was created to further the collaboration with health and educational institutions in other countries by facilitating international connections. We serve as a central conduit by forming affiliation agreements with other institutions worldwide.

The Office of International Programs gathers and disperses information about current international connections while encouraging faculty, research fellows, and students to form exchanges. By collaborating with health care institutions throughout the world, our office is bringing the world to UTHSC-H and bringing UTHSC-H to the world.

Affiliations
The Office of International Programs acts as a liaison between the health science center and worldwide health care and educational institutions. Our affiliation agreements encourage faculty, research fellows and students to form an exchange outside of their home institution. Chile
 

University of Valparaiso
Maria Angelica Tavera Ruffinatti, Vice Dean, School of Medicine, University of Valparaiso, was referred by Dean Stanley Schultz to visit Dr. Hui-Ming Chang (October 2003). Rector Juan Riquelme Zucchet visited UTHSC-H and met with Dr. Hui-Ming Chang on January 28, 2004. The Agreement of Cooperation was signed on March 2, 2004. Dr. Luis Maldonado, Dean of Medicine, Dr. Peter Mac Coll, Director of Family Health and Dr. Maria Angelica Tavera, Vice Dean of Medicine visited the health science center to learn more about Curriculum for students. Visitors met with Dr. Gary C. Rosenfeld, Professor, Assistant Dean for Educational Programs and Liliana Rodriguez, Director, Office of Community and Educational Outreach. (August 6, 2004)

Peoples Republic of China
 

Capital Institute of Medicine
Nine medical students participated in the health science center’s Annual Student Delegation to China Program. For one month, students observed health care and medical education systems in China. Contact: Dr. Henry Strobel at 713 500 6078. (April 2004)

 

Vice Minister of Education Delegation
Dr. Wu Qidi, Vice Minister of Education of People’s Republic of China invited Dr. Hui-Ming Chang for a breakfast meeting during her stay in Houston. Dr. Chang also met with Zhang Xiuqin, Deputy Director-General, Dept. of International Cooperation and Exchanges, Ministry of Education, Dr.Ge Daokai, Deputy Director-General, Dept. of Higher Education, Ministry of Education, Prof. Zou Hejian, Vice President of Huashan Hospital and Fudan University. Dr. Chang provided comprehensive information about the health science center and made constructive recommendations regarding the reform of medical education in China. (August 25, 2004)

 

Wuhan University
A signing ceremony was held between the health science center and Wuhan University. President Willerson met with the delegation: President Jingnan Liu, Zhangming Yu, Vice President, Taiyan Huang, Director, Human Resources Department, Jing Shi, Dean, School of Physics and Technology, Gongcheng Fu, Acting Dean, School of Chemistry and Molecular Science, Maorong Zhou, Dean, Business School, Yanchu Hu, Deputy Director, International Office and Jinzhu Yan, Deputy Director, Presidential Office. Department of Drug Addiction, Padova
Dr. Francesca Manca, Clinical Psychologist and Criminologist for the Department of Drug Addiction in Padova, Italy visited the health science center. She met with Dr. John Grabowski, Professor of Department of Psychiatry of Medical School, Dr. Marianne Marcus, Professor and Chair of Nursing Systems and Technology of Nursing School, and Dr. Hui-Ming Chang. They exchange information regarding research and clinical application of prevention and treatment of drug addition. (August 11, 2004)

Mexico
 

Monterrey Institute of Technology and Higher Education (ITESM)
The Agreement of Cooperation was signed in December 2003 at ITESM. On June 5, 2004, a Program Agreement was signed at the health science center. The delegation from ITESM included Dr. Alberto Bustani, President, ITESM, Dr. Martin M. Hernandez Torre, Director, Health Science Division, Dr. Angel Neftali Cid Garcia, Dean, School of Medicine, Dr. Jorge E. Moreno-Cuevas, Professor and Director, School of Medicine Research Program. Pakistan
 

University of Health Sciences at Lahore
An Agreement of Cooperation between the health science center and The University of Health Sciences at Lahore was signed in Washington, DC in September 2004. Dr. James T. Willerson met with the President of Pakistan, General Pervaiz Musharraf. President Musharraf and many of our Senators and Congressmen witnessed the signing of this Agreement. President Willerson, Professor Mahmood Ahmad, Chairman Board of Governors, and Professor Malik Hussain Mubbashar, Vice Chancellor & Chief Executive signed the Agreement. This agreement was brought to us by Dr. Michael McKinney and his friend Dr. Amanullah Khan. In September 2004, Professor Mahmood Ahmad S.I., visited the health science center. The Netherlands
  Maastricht University – Dean Gerjo Kok
A Program Agreement was completed between the health science center and Maastricht University in The Netherlands. Professor Gerjo Kok, Dean, Maastricht University visited UTHSC-H and signed the Program Agreement during a meeting with Dr. Chang. Dean Guy S. Parcel of School of Public Health has more than ten years of exchanges with Maastricht University. Dr. Frederick G. Moeller, Assistant Professor in the Department of Psychiatry will host a research observer from Maastricht University. Contact: Dr. Frederick G. Moeller at 713 500 2858 and Dr. Guy S. United Kingdom
 

Texas/United Kingdom Collaborative Research Initiative: Cardiology Workshop
The the health science center's Office of International Programs co-hosted this workshop with the TX/UK Collaborative Research Initiative. Supported by the British Government, the TX/UK Collaborative Research Initiative aims to stimulate interactions between researchers from participating institutions in Texas and universities in the UK led by Cambridge, Manchester, Oxford, Imperial College, King’s College, and the University College London. The workshop enabled researchers from Texas and the UK to showcase relevant research activities and allowed them to network with colleagues while exploring collaborative opportunities. Premier physicians and scientists from 10 Texas universities and 11 UK universities participated on April 29-30, 2004. President Willerson chaired this workshop on Cardiovascular Inflammation – Detection and Treatment and Stem Cell Therapies for Cardiovascular Disease. President Willerson was also the keynote speaker on the Tissue Engineering workshop hosted by Imperial College in London in March 2004. (April 29-30, 2004)

Vietnam
 

VEF - Vietnam Education Foundation
The VEF is a special initiative by the Government and the people of the United States to promote closer relations between the USA and Vietnam. VEF provided opportunities for Vietnamese nationals to pursue graduate and post-graduate studies in science and technology in the USA. Dr. Hui-Ming Chang was invited to join a delegation to interview applicants for VEF fellowship in January 2004. The Office of International Programs hosted a visit of VEF Executive Director, Kien D. Pham, and Fellowship Director of the National Academies, Dr. Ray Gamble in March 2004. Nine VEF fellows were admitted to doctoral programs at the health science center in the fall of 2004: 3 in Graduate School of Biomedical Sciences and 6 in School of Public Health. (March 2004)

Multi-Nation
  Harvard Weatherhead Center Fellows
The the health science center's Offices of International Programs and Public Affairs hosted a group of Harvard University Fellows from the Weatherhead Center for International Affairs. The delegation included 18 international policy makers from all over the world such as senior diplomats and military officers, as well as politicians, journalists, civil servants, business leaders, and non-governmental officials. Executive Vice President for Academic Affairs L. Maximilian Buja, MD, welcomed the visitors. Hui-Ming Chang, MD, MPH, Associate Vice President for International Programs and Special Advisor to the President introduced the university. Denton A. Cooley, MD., President and Founder of the Texas Heart Institute spoke on the Texas Heart Institute, Edward T.H. Yeh, MD, Professor and Chairman, Department of Cardiology, UT M. D. Anderson Cancer Center and Professor of Medicine and Director of the Research Center for Cardiovascular Diseases at the Brown Foundation Institute of Molecular Medicine for the Prevention of Human Diseases spoke on Stem Cell for Myocardial Regeneration, and Eric Boerwinkle, PhD, Director of the Human Genetics Center at the Institute of Molecular Medicine and Director of Epidemiology at the School of Public Health spoke about human genetics. Attendees included Harvard University Fellows and administrators, the Institute of International Education, and health science center faculty and administrators from all six schools. Weatherhead Center Fellows in attendance included: Canada: Michael Small; Colombia: Monica Aparicio-Smith; Finland: Pasi Patokallio; France: Caroline Dumas, Philippe Le Corre ; Germany: Gerhard Kuentzle, Guatemala: Maria Cristina Fernandez; Japan: Kenji Hiramatsu; Mexico: Maria de los Angeles Moreno Uriegas; Sweden: Eva Akerman-Borje ; Venezuela: Javier Manrique; UK: Stephen D.
