The University of Texas Health Science Center at Houston is one of 15 components of The University of Texas System (UT System.) The UT System is composed of System Administration, centered in Austin, Texas, and institutions under the governance of The UT Board of Regents.

The Board of Regents

The board has been delegated the power and authority to administer The UT System by the Texas Legislature. The board is composed of nine members appointed by the Governor, with the advice and consent of the Senate, for staggered terms of six years each. The terms of three members expire on February 1 of odd-numbered years.

The Chair of the Board
The chair is elected by the board. Chair H. Scott Caven, Jr. presides over meetings of the board, calls special board meetings and appoints standing and special board committees. The chair is a nonvoting ex officio member of all standing committees.

Vice Chairs of the Board
The vice-chairs are elected by the board when the chair is elected. Vice-Chairs James Richard Huffines and Robert B. Rowling, as designated by the board, assume the duties of the Chair in case of absence, death, resignation, disability, removal or disqualification.

Counsel and Secretary to the Board
Francie A. Frederick is the principal officer to the board in administering the responsibilities of the Office of the Board of Regents. The counsel and secretary is not a member of the board but is elected by it and receives compensation and maintains a staff as approved by the board.
