Post-Award Finance... Federal Contracts

Federal Contracts are contracts in which researchers agree to perform specific duties for federal agencies. These contracts may be contracted by the Army, Navy, NASA, EPA, CDC and other Federal Agencies such as the The Department of Health and Human Services. Also UTHSC is subcontracted by state, local and private entities that were initially contracted by a Federal Agency and UTHSC receives flow through Federally contracted funds.

Contract Guidelines

Federal Contracts are governed under:

  1. The Federal Acquisition Regulations
  2. Office of Acquisition Management
  3. OMB Circular A-21
  4. A-133 (audit)

These contracts are much more restrictive in expenditures and rebudgeting than Federal Grants. Additionally, the contracting agency is more closely involved in the actual activities of the project.  The agency will be in regular contact with the researcher and have deliverables expected at specified times.

The Contract for each agency is different and should always be the guide on contracts.
