Federal Grants aid researchers and are provided by federally funded agencies. These grants can come from any Federal Agency such as the Department of Health and Human Services and the many departments under it, or the Department of Defense, NASA, CDC, Etc. We also receive funds from all agencies on flow through contracts from local(2LF), state(2SF), and private(2PF) entities.
General Guidelines
The Federal Agency grants as well as flow through contracts from these types of Grants are governed by:
1) the Code of Federal Regulations specific to each agency.
DHHS - Title 42 and Title 45
NASA - Title 14
Miscellaneous - Titles
2) OMB Circulars
A-21
A-110
A-133 (audit)
3) specific agency guidelines--for example, for the Department of Health and Human Services it would be PHS Statement Policy.
Department of Health and Human Services
One of the primary sources of Federal Grants come from agencies under the umbrella of the Department of Health and Human Services. You can use the following link to access an index of the agencies that fall in this group: HHS Grants Index. These grants are established under Fund 50000 in FMS.
We have provided an easy-to-reference NIH Allowability Grid (see above) to quickly reference if a particular type of expense is allowable under federal guidelines. (NOTE: Some awards still have particular restrictions, so please reference your award document as well).
The PHS Guidelines will help you understand the rules and regulations associated with an NIH grant. NIH is the primary Grantor under the Department of Health and Human Services.
The PHS Cost Reference allows you to seek a cost type and will take you directly to the reference explaining the rules and regulations regarding that cost.
