Profile of the Associate Vice President

Dr. Hui-Ming Chang was appointed associate vice president for international programs and special advisor to the president on June 1, 2001 and promoted to vice president  for  international programs on September 1, 2006.

Dr. Chang's own career has been an international one. Born in Taiwan, she received her medical degree from National Taiwan University before moving to the United States, where she earned a Master of Public Health in epidemiology and a Master of Science in Physiology at the Harvard School of Public Health. She completed a post-graduate internship at George Washington University Medical Center and residency at Boston University Medical Center. She did research and clinical fellowships at the Children's Hospital, Harvard Medical School in Boston. She was a faculty member of the Pain Control Center in the Department of Anesthesiology at Massachusetts General Hospital, Harvard Medical School before joining The University of Texas Health Science Center at Houston in 1993. Funded by extramural grants, she conducted basic laboratory research from 1989 to 1996. Since 1996, she has served as Director of Senior Medical Student Clinical Performance Examination at the University of Texas Medical School at Houston. She also represented the medical school on CATCHUM, a consortium of the 8 Texas medical schools dedicated to educating medical students about cancer prevention and screening, from 1997-2002.

Dr. Chang is board certified in Pain Management and Anesthesiology. She is a recipient of the Fleming and Davenport awards and the Harvard Alumni Association (Taipei) Scholar Award. She was one of the nine-member task force that developed Practice Guidelines for Cancer Pain Management on behalf of the American Society of Anesthesiologists. She initiated and organized courses in pain and palliative care, bringing them into the required curriculum and has reported outcome assessments of these courses and teaching sessions. She was an elected alternate delegate for the Texas Society of Anesthesiologists from 1999-2003. She chaired the Undergraduate Education Committee and the 2003 Scientific Session of the American Academy of Pain Medicine. She was elected to the Board of Directors of American Academy of Pain Medicine 2003-2006.

For nearly 20 years, she has used her experience in adjusting to a new culture and environment as a foundation to help other international scientists and educators. She serves as a bridge in enhancing the dialogue between international visitors and domestic faculty and students. In addition to being a fully licensed physician, she is well versed in education, basic science, clinical research and administration. She utilizes these skills in bringing UTHSC-H to the world and the world to UTHSC-H.
