NIH issued a revised Public Access policy on January 11, 2008. The policy is in effect and requires submission of final, peer-reviewed manuscripts accepted for publication on/after April 7, 2008 resulting from NIH-funded research. Any article supported all or in part by an NIH grant must be submitted to PubMed Central (PMC) within 12 months of its publication date.
Effective May 25, 2008, anyone submitting an application, proposal, or progress report to the NIH must include the PMC or NIH Manuscript Submission reference number when citing applicable articles that arise from their NIH-funded research.
Journals That Submit Articles to PubMed Central
This link contains a list of the journals that submit articles directly to PubMed Central on behalf of their authors. If you publish in one of these journals, no further action is needed to comply with the submission requirement of NIH Public Access Policy. If a journal is not listed here and your work falls under the NIH Public Access Policy, you will need to check with the publisher to make sure you will be able to comply with submission requirements.
NIH Manuscript Submission System
The NIH Manuscript Submission System is the process through which articles are submitted to PubMed Central. Each article only needs to be submitted once. Submissions may be made by authors or non-authors with access to the appropriate information. NIH Public Access Help Slides
Demonstrates step-by-step help for manuscript submission (for both principal and non-principal investigators) and logging in to the NIHMS (National Institutes of Health Manuscript Submission) System. Three versions are available for each help topic: a hyperlinked HTML display, a QuickTime movie, and a PDF file
NIH Public Access Policy
Ensures that the public has access to the published results of research funded by the National Institutes of Health (NIH). Scientists are required to submit journal articles that arise from NIH funds to PubMed Central, the National Library of Medicine's digital journal archive, in order to help advance science and improve human health. Includes FAQs, background information, submission details, and the text of the final NIH policy.
