Chemical Safety

The Chemical Safety Program is responsible for providing support to The University of Texas
Health Science Center at Houston students, faculty, and staff concerning the recognition, evaluation, and control of chemical, biological, and physical hazards. Our goal is to provide
the safest work environment for all UTHSC-H employees and the surrounding health science center community, as well as minimizing risk to the environment and property.

Chemical Facilities Anti-Terrorism Standard (6 CFR Part 27)

Important Regulatory Information

The U. S. Department of Homeland Security (DHS) recently finalized the Chemical Facilities Anti-Terrorism Standard (6 CFR Part 27) intended to identify security risks associated with chemical facilities. Included in the standard is a list of 330 chemicals of interest and screening threshold quantities. The list is composed of chemicals which the DHS feels is at risk of causing harm to the public through release, theft, or sabotage. A facility which has possession of any of these chemicals over the screening threshold quantities must submit to further screening and security assessments from the DHS.

As a facility in possession of chemicals, UTHSC-H must comply with this new regulation. Some exemptions in the rule do apply to many chemicals in the laboratory, but The University is still required to report the possession quantities of 162 chemicals of interest. Through review of historical chemical inventory data, Environmental Health and Safety has been able to establish that several of these chemicals have historically been possessed by our research laboratories.

Below, you will find a form entitled UTHSC-H Notification of Possession of Chemicals of Interest. Please review the chemicals listed on the form, and attest to any chemicals which you possess in your inventory. We have sorted the form into three different categories to facilitate your review of the chemicals of interest: Chemicals previously noted in UTHSC-H laboratories, chemicals that are only found in the gas state, and the remaining chemicals of interest.

The form must be returned to Environmental Health and Safety by intercampus mail to CYF G.102. Be assured that the information within will be kept confidential and filed securely. Following receipt of your form, EH&S will conduct a targeted follow-up inventory of all chemicals of interest on campus and complete any required reporting to be in full compliance with the new law.

The DHS has established an aggressive timeline for compliance, so we require that you submit the form no later than January 31, 2008. EH&S regrets this necessary imposition on your valuable time and appreciates your cooperation.
