SUMMARY
Purpose.......... To develop, manage and evaluate public affairs programs for major components of the University of Texas Houston Health Science Center. Provide a full range of program services to senior University management, such as Deans, Vice Presidents and Executive Vice Presidents.
Scope............ Responsible for the management of public affairs activities for a school within the university. This includes all manner of communications with the press and the public that are designed to advance the University's reputation for professional and educational achievement.

ESSENTIAL FUNCTIONS
Required......... Essential functions of the job include, but are not limited to:

Plans and executes public affairs activities.

Evaluates effectiveness of public affairs and communications programs.

Prepares and delivers verbal, written and electronic communications.

Supervises and/or coordinates activities of other personnel.

DUTIES
Typical........... The incumbent plans and executes public affairs activities and produces or oversees production of communications materials for the electronic and print press, and various university publics. Evaluates effectiveness of public affairs and communications programs for components of the university and recommends improvements. Responds accurately to press inquiries regarding University component policies and relevant facts.

Plans, develops, directs and evaluates public affairs programs on behalf of a major component of the University (i.e. School of Public Health, Medical School, etc.). Writes and edits issue "white papers," speeches, news releases, evaluation reports, program descriptions, reports of program results, biographies, backgrounders, scripts, magazine articles, and other communications materials for the press and publics of a university school. Supervises project teams of communications specialists, such as graphic designers, artists, illustrators, videographers, photographers, audio-visual production specialists, writers, editors and exhibitors.

The incumbent is expected to be able to produce high quality communications materials without specific review by senior functional staff.

The incumbent is expected to make decisions in the following areas without submitting those decisions for prior approval: Determine the most appropriate media vehicle, prioritization of the release of information, determine what information to release when responding to inquiries and the subject and content of published materials.

The incumbent submits the following types of decisions for prior approval: Budget proposals for projects, working with new media contacts outside of established contacts.

The continuing challenges of this position include: maintaining a continuous flow of information from internal informational sources to external media sources.

SUPERVISION
Received.......... Direction received in terms of program quality and effectiveness from the Vice President, Public Affairs.
Given............. May supervise Public Relations Representatives and administrative support personnel. For the purposes of projects, will supervise and/or coordinate activities of photographers, designers, videographers, editors, and production crews.

EDUCATION
Required.......... Bachelor's Degree.

EXPERIENCE
Required.......... Five years of public relations experience.

EQUIPMENT
Required.......... Computers, word processing equipment and software, print media production equipment and audio-visual media production equipment.

WORKING CONDITIONS
Usual............ Usual office conditions with some work at other sites or in production facilities.

PHYSICAL/COGNITIVE REQUIREMENTS
Usual............ In exercising these functions the incumbent must be able to exert up to 20 lbs of force occasionally, and/or up to 10 lbs of force frequently, and/or negligible amounts of force constantly to lift, carry, push, pull or otherwise move objects.
