POSITION SUMMARY:

Responsible for development, implementation, oversight and monitoring of the institution-wide research compliance program to assure appropriate risk management. Promotes prevention, detection and resolution of conduct that does not conform to federal and state law and regulations, and federal, state and private payer health care program requirements, as well as the ethical and business policies of The University of Texas System and UT-Houston. 

POSITION KEY ACCOUNTABILITIES:

  1. Designs, develops, implements and evaluates the institution-wide research compliance program. Monitors program implementation. Revises institution-wide research compliance program in response to changing needs.
  2. Develops policies, procedures and programs to develop and maintain an environment of research compliance and encourage employees to identify potential problems/concerns and report them to Institutional Compliance Office.
  3. Plans, develops, implements and evaluates the institution-wide research compliance program and related education and training activities to promote an institutional culture favorable to compliance.
  4. Designs, develops content and delivers compliance training programs related to research. Coordinates with other UT-Houston units/departments/functional areas to develop an awareness of compliance with applicable federal and state standards among institutional employees as well as independent contractors and agents.
  5. Works with the Office of Legal Affairs and other resources to keep abreast of changes in laws and regulations that impact compliance. Makes changes in institution-wide research compliance program as needed.
  6. Interacts with schools and departments to ensure institution-wide research compliance programs are established and monitored appropriately by the schools/departments.
  7. Maintains detailed institution-wide research compliance-related records.
  8. Manages the confidential institution-wide research compliance reporting systems, such as the Hot Line and confidential e-mails. Administers the intake, review, investigation and resolution of non-compliance allegations.
  9. Identifies functions and business practices requiring institution-wide research compliance initiatives.
  10. Independently investigates, reports and coordinates matters related to institution-wide research compliance. Reviews documents and records. Submits written reports to the appropriate authority, including the Chief Compliance Officer. Makes recommendations for corrective action.
  11. Prepares reports for the Institutional Compliance Committee.
  12. Performs other duties as assigned
CERTIFICATIONS/SKILLS:

Excellent verbal and written communication skills. Strong analytical skills. Detail oriented.

MINIMUM EDUCATION:

Bachelors’ degree

MINIMUM EXPERIENCE:

Fours years directly related experience such as compliance, legal, auditing or healthcare management. Experience must include: Statutory and regulatory analysis and implementation. Research experience/knowledge strongly preferred.

PHYSICAL REQUIREMENTS:

Exerts up to 10 pounds of force occasionally and/or a negligible amount frequently to move objects.
