SUMMARY 
Purpose.......... To perform skilled accounting clerical work in a sub-section of the Business Office and provide lead and guide responsibilities for Accounting Clerks. 
Scope............ This position is responsible for performing skilled accounting clerical duties in calculating, posting and verifying information to provide primary financial data for use in maintaining accurate and timely financial records and providing lead and guide responsibilities for Accounting Clerks.

ESSENTIAL FUNCTIONS
Required......... Essential functions of the job include, but are not limited to:

 Reimburses state expenditures paid locally. 

Reconciles ledgers of accounts and produces reports

 Resolves problems with accounts/documents. 

 
DUTIES
Typical........... In the Accounting Department, the incumbent is responsible for the prompt coding and data entry of all vendor invoices. Duties include verification of various reports, data entry and subsequent processing of state payment vouchers (manual and automated) and reimbursements. Incumbent ensures vendor's invoices are entered on a timely basis and that the correct account numbers are charged. Ensures the processing of all state vouchers. Reimbursement of all locally paid expenditures that can be reimbursed through the State Comptroller's Office.

 In the MSRDP department, the incumbent's responsibilities include researching and resolving credit balance accounts via monthly listing, assisting with refund approvals, adjusting and entering authorized adjustments and account notes on patient accounts. Incumbent may also be called upon to reconcile, record, post and route payment batches and assist in training. Serves as accounting clerk's lead technical advisor.

 The Accounting Clerk Leader deals primarily with data received from outside vendors and other state agencies usually in the form of invoices, statements or inter-agency vouchers. The flow of work centers around the data entry of the vendor invoices to the on-line financial software.

 The incumbent has contact with individuals both within and outside the HSC. Within the HSC, the incumbent has contact with individuals and departments including MSRDP, Accounting, Purchasing, Shipping and Receiving, Physical Plant and various personnel within the seven schools. Outside contact may include U.T. System Administration and the Teacher Retirement System.

 While recording and calculating incoming data, the incumbent must maintain an awareness, accuracy and completeness of data. What constitutes a deviation is a judgement made by the leader based upon the familiarity with the data and understanding of established policies and procedures. When the data does not meet institutional requirements, the incumbent determines the nature of the discrepancy and takes appropriate steps to resolve the problem, which may involve contacting the department or referring problem to Supervisor or Accountant for resolution.

 The continuing challenges of this position include the identification and timely resolution of discrepancies in accounts and providing guidance and direction to subordinate accounting clerks.

 May perform other duties as assigned. 

 
SUPERVISION
Received.......... General supervision from Group Supervisor and/or Payroll Officer. 
Given............. Direct supervision of the work of Accounting Clerks III, II, I. 
 
EDUCATION
Required.......... High School graduate or equivalent. 
Preferred......... Two years of college level accounting is preferred. 
 
EXPERIENCE
Required.......... Four to six years experience in governmental or commercial accounting. Incumbent should also have good communication and interpersonal skills.
Experience within the U.T. System or similar environment and one year of supervisory experience. 
 
EQUIPMENT
Required.......... Full proficiency in the operation of a ten-key adding machine and calculator.
Preferred......... Accurate typing and knowledge of various other accounting and office machines to include data processing equipment and its capabilities. 
 
WORKING CONDITIONS
Usual............ Typical office environment. 
 
PHYSICAL/COGNITIVE REQUIREMENTS
Usual............ In exercising these functions the incumbent should be able to exert up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move object.
