POSITION SUMMARY:

Oversees the execution of complex and routine commodities purchases to include Request for Proposal (RFP), Invitations to Bid (ITB), Requests for Information (RFI) and all related documentation. Supervises the commodities section composed of a team of commodities buyers.

POSITION KEY ACCOUNTABILITIES:

  1. Formulates procurement strategy in alignment with agency policies, and objectives.
  2. Directs the administration of complex capital equipment purchases.
  3. Organizes and leads purchasing project teams pursuant to a specific agency need.
  4. Reviews and approves/executes RFPs, ITBs, RFIs and contracts.
  5. Plans and conducts negotiations to achieve agency pricing objectives.
  6. Trains and mentors junior purchasing personnel in purchasing procedures and techniques.
  7. Provides work direction and guidance to personnel within department. Provides input for: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning. Directs the work of Buyers.
CERTIFICATIONS/SKILLS:

Certification required as: Certified Professional Public Buyer (CPPB) or Certified Purchasing Manager (CPM) or Certified Texas Purchaser (CTB). Excellent communication and organizational skills. Literacy in Microsoft Office Software.

MINIMUM EDUCATION:

Bachelor’s degree in Purchasing, Business, or related field.

MINIMUM EXPERIENCE:

Five years experience in a major Purchasing environment. Public sector contracting experience preferred. One year at UTHSC-H and supervisory experience preferred. Requires a command of purchasing principles, methodologies, and concepts commensurate with all purchasing applications.

PHYSICAL REQUIREMENTS:

Exerts up to 10 pounds of force occasionally and/or a negligible amount frequently to move objects.
