POSITION SUMMARY:
Plans, develops, implements,
and manages the following areas within the UTHSC-Houston: financial services;
data processing and information systems; resource management; campus security;
and support services. Manages these areas in accordance with State and
Federal laws and regulations, UT System rules and regulations, and local
policies and procedures in the support of the mission of the UTHSC.
POSITION KEY ACCOUNTABILITIES:

Provides overall direction in
financial activities, including fiscal and management controls, to monitor
and control cost and ensure optimum utilization of monetary resources within
established guidelines.

Assures that the Financial Services
department provides timely, accurate accounting, payroll distribution,
financial reporting, contracts and grants management, and student aid financial
services.

Assures that the Support Services
departments are managed in ways that result in the timely economical purchasing,
shipping, and receiving of good; an efficient stores operation; and well-maintained
facilities.

Assures that the Information
Services departments are managed in ways that provide timely meaningful
and cost effective data processing, management systems support, and telecommunications,
and other information systems.

Provides financial and operational
advice, recommendations, and guidance to UTHSCH operating units in ways
that make optimal use of the UTHSC- Houston resources.

Provides the Executive Vice
President with financial information to be used in developing and implementing
the goals and objectives of the UTHSCH.

Assures that all policies and
practices are applied in a manner to provide protection to university assets
and liabilities and to ensure that all federal, state, and system guidelines
are met.

Develops, recommends, and implements
policies and procedures in the various areas of responsibility to ensure
that the goals and objectives of the Health Science Center are attained.

Manages Human Resources activities
for direct reports in regards to: recruiting and selection, hiring and
termination, training, professional development, mentoring, counseling,
performance evaluations, and salary planning.

Responsible for the design,
execution and effectiveness of a system of internal controls which provides
reasonable assurance that operations are effective and efficient, assets
are safeguarded, financial information is reliable and compliant with applicable
laws, regulations, policies and procedures.

Performs other duties as assigned.
CERTIFICATIONS/SKILLS:
CPA
MINIMUM EDUCATION:
Bachelor's degree in accounting,
finance, or business. Graduate business degree preferred.
MINIMUM EXPERIENCE:
Ten years directly related
experience. Previous related experience in higher education or a health-related
institution preferred.
