POSITION SUMMARY:

Exercises fiduciary and managerial responsibility over institutional resources and operations in a prudent and ethical manner. Provides an administrative structure that supports the faculty, staff and students of The University of Texas – Houston Health Science Center as they pursue their educational, research, and service objectives.

POSITION KEY ACCOUNTABILITIES:

  1. Reviews and evaluates all business operations and assures uniform and coordinated business systems, processes and management strategies. Implements executive decisions impacting the university. 
  2. Leads the university in terms of day-to-day operations and management. Assures short term and long-range planning across the institution for physical facilities, human resources, information resources and financial resources.
  3. Oversees and provides counsel to each of the operational teams as they make decisions that affect day-to-day operations and make recommendations for changes in university strategies, plans, and policies.
  4. Promotes an environment that encourages cooperation, collaboration and creativity to advance collaborative efforts with academic units. Maintains and encourages open communication among the various university constituencies.
  5. Works collaboratively with Deans and others in administrative as well as some academic matters in the formulation and implementation of university policies, procedures, and decisions affecting university operations on a broad scale.
  6. Assures the continued provision of adequate and safe physical facilities for all university operations and retains ultimate authority over allocation of university space as well as acquisition of lease space.
  7. Leads major institutional improvement projects and/or capital efforts such as major reorganizations of activities as well as planning, design, construction and habitation of new or remodeled facilities.
  8. Assures efficient management and stewardship of institutional resources.
  9. Coordinates various business and management affairs with System Administration officials and other component institutions of the UT System, the Legislature and its Budget Board; the Governor’s Budget Office, and the Texas Higher Education Coordinating Board including the present UTHSC-H budget proposals, capital plans, and proposed major changes in strategic direction.
  10. Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
  11. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and applicable laws, regulations, policies, and procedures are complied with.
  12. Serves on internal and external committees and boards.
CERTIFICATIONS/SKILLS:
  1. Seasoned administrator, who possesses a broad-based, highly developed knowledge of managerial, financial, and organization skills.
  2. Strong human relations, leadership qualities and a strong record of achievement.
MINIMUM EDUCATION:

Bachelor’s degree in Accounting or its equivalent.

MINIMUM EXPERIENCE:

Ten years of management experience accountable for complex, financial and administrative operations within a higher education setting, preferably an academic health center. Prior experience within The University of Texas System is highly preferred.
