POSITION SUMMARY:
Plans, organizes and directs
the activities of the Data Processing Operations and Technical Services
Department through allocation, direction and supervision of people and
equipment resources as well as reviews and approves all standards and procedures
in order to ensure the most effective and efficient data processing operations
and technical services. Serves as the chief technical person relating to
hardware, non-application software and technical equipment.
POSITION KEY ACCOUNTABILITIES:

Plans, organizes, controls and
manages the overall activities of the Data Processing Department including
operating system programming and computer operations.

Reviews and approves manpower
and hardware schedules.

Receives and evaluates user
needs and develops overall hardware and system software acquisition strategies.

Participates in the process
of hardware/software vendor identification, evaluation and selection. Keeps
abreast of new products, services, and trends.

Projects, develops and justifies
hardware/software expenditures and participates in acquisition negotiations.

Performs capacity planning studies
and analysis to plan for upgrades and changes in anticipating future data
processing needs.

Optimizes the use of current
equipment and resources.

Prepares reports and liaisons
with the Texas Department of Information Resources (DIR).

Consults with various departments
regarding computer equipment needs.

Manages Human Resources activities
of area of responsibility in regards to: recruiting and selection, hiring
and termination, training, professional development, mentoring, counseling,
performance evaluations and salary planning.

Responsible for the design,
execution and effectiveness of a system of internal controls which provides
reasonable assurance that operations are effective and efficient, assets
are safeguarded, financial information is reliable and compliant with applicable
laws, regulations, policies and procedures.

Performs other duties as assigned.
CERTIFICATIONS/SKILLS:
MINIMUM EDUCATION:
Bachelor’s degree or its
equivalent.
MINIMUM EXPERIENCE:
7 years directly related
experience to include several years in a management capacity.
