SUPERVISES:

POSITION SUMMARY:

Responsible for overseeing all payroll functions for UT-H and the UT System Medical Foundation.

POSITION KEY ACCOUNTABILITIES:

  1. Responsible for providing employee paychecks, preparing payroll reports according to regulations, remitting all deductions and benefits in accordance with various agency and taxing authority regulations and deadlines and assuring proper reimbursement of state accounts.
  2. Responsible for reporting federal withholding, and FICA tax totals to Accounting for on-line transfer deposit to the IRS; unemployment compensation, and worker’s compensation taxes to the appropriate agencies; remitting insurance and retirement premiums and payments; processing wage garnishments/tax levies from federal agencies, and reporting W-2, 1099, and 1042S earnings to all employees and IRS and Social Security Administration.
  3. Ensures monthly remission of employee-deducted and employee matching retirement to the Teacher Retirement System of Texas as well as 8 optional retirement and 74 tax sheltered annuity carriers; reimbursement from the State Comptroller’s office through USAS (Uniformed Statewide Accounting System) of wages, the matching portion of employee optional retirement, employer matching FICA, state-provided premium sharing, and worker’s compensation; remission of health insurance premiums to UT System and to various other group health providers; deduction and reporting of child support to various county courts; tax levies and Chapter 13 garnishments to the IRS.
  4. Supervises the reconciliation of thirty-six balance sheet accounts monthly between PS and TUFIMS.
  5. Implements and administers policies and procedures to ensure compliance of all applicable federal and state laws and regulations and University guidelines regarding payroll.
  6. Manages Human Resources activities of department in regards to: recruiting and selection, hiring and terminating, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
  7. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and applicable laws, regulations, policies, and procedures are complied with.
CERTIFICATIONS/SKILLS:

Computer skills in software plus programming experience preferred.

MINIMUM EDUCATION:

Bachelor’s degree in business administration or accounting including audit, tax, and payroll functions.

MINIMUM EXPERIENCE:

Six to eight years of experience in accounting. Three years of supervisory experience is desirable.
