POSITION SUMMARY:
Oversees the business, administrative
and patient relations operations of the Dental Branch (DB) clinics including
patient registration, assessment and emergency clinic appointments, reception,
dental records, patient relations, and patient accounting. Serves as a
HIPPA Officer for compliance within the Dental Branch.
POSITION KEY ACCOUNTABILITIES:

Oversees the daily operations
of the Division of Patient Services, including patient registration and
reception, dental records, patient accounts, and patient relations.

Assumes administrative responsibilities
for operation of computerized Clinic Information System (CIS) and related
training and reporting functions. Works to ensure complete and timely entry
of clinical procedures and reimbursement in CIS.

Assumes administrative responsibilities
for management and security of monies collected for clinical and non-clinical
revenue.

Oversees preparation of monthly,
periodic, and annual financial reports for the Associate Dean for Patient
Care and the Associate Dean for Management, respectively. Oversees preparation
of monthly, periodic, and annual student performance and progress reports
for the Associate Dean for Clinical Education.

Reviews, revises, and develops
operating procedures for the Division of Patient Services.

Develops, coordinates, and oversees
the HIPAA implementation within the DB. Works with management to formulate
strategies and long-term solutions for business process changes driven
by Health Insurance Portability & Accountability Act Officer. Coordinates,
develops, and implements the HIPAA project plan. Serves as a HIPAA liaison
and implements the DB solutions, including all supporting documentation.

Ensures the day to day operations
is in compliance with HIPAA regulations. Conducts related ongoing compliance
monitoring activities in coordination with other compliance and operation
assessment functions. Maintains current knowledge base of applicable HIPAA
regulations, by review of professional publications and participates in
continuing education on HIPAA standards. Interacts with the University
legal and regulatory departments when indicated to clarify state and federal
law in relation to HIPAA.

Develops, implements, and maintains
the DB policies, procedures, and business processes covering HIPAA compliance
with Federal and State laws and DB Information practices. Assists in the
development and implementation of the DB HIPAA program by identifying,
implementing, and maintaining privacy and security policies and procedures.

Serves as a member in the HIPAA
taskforce, which involves interfacing with the departments and committees,
coordinating process improvement strategies, implementing quality business
processes, and training the DB staff.

Assists in the coordination
of all HIPPA related certification and audits in a timely manner.

Manages Human Resources activities
of the department in regards to: recruiting and selection, hiring and termination,
training, professional development, mentoring, counseling, performance
evaluations, and salary planning.

Responsible for the design,
execution and effectiveness of a system of internal controls which provides
reasonable assurance that operations are effective and efficient, assets
are safeguarded, financial information is reliable, and compliance with
applicable laws, regulations, policies and procedures.

Performs other duties as assigned.
CERTIFICATIONS/SKILLS:
-
Dental and/or medical, supervisory/management
skills. Strong working knowledge of dental practice and reimbursement.

Computer training and experience
is essential for overseeing the CIS.

Exceptional interpersonal and
technical skills.
MINIMUM EDUCATION:
Bachelor’s degree required;
Masters in Business Administration preferred.
MINIMUM EXPERIENCE:
Minimum 7 years experience
to include some supervisory experience with health care related operations
or information systems. Experience with project planning, process improvement,
development, and implementation.
