Direct supervision for multi-discipline engineering and technology specialists

POSITION SUMMARY:

Directs the activities of Facility Operations Engineering and Utilities Department in planning, implementing and operating facility systems and utilities systems.

POSITION KEY ACCOUNTABILITIES:

  1. Provides brief and accurate technical information through facilities condition assessment database (ISES) and recommend cost-effective capital project solutions. Manages and conducts ISES survey as deemed necessary
  2. Participates in long-range planning and scope definition on multi-disciplinary facility systems including, infrastructure, roof, cladding, facilities automation and energy management controls, mechanical, electrical and emergency power systems and plumbing systems, fire alarm systems and security systems.
  3. Coordinates facilities professional consulting engineering services.
  4. Provides technical assistance and defines the scope on OFPC managed projects.
  5. Identifies cost-effective, reliable and energy efficient technologies and develops appropriate building and environmental standards and commissioning guidelines.
  6. Provides technical assistance on building automation system network, system architecture, and recommend digital control system standards.
  7. Furnishes a knowledge of base engineering drawings (AutoCAD), specifications and other facilities systems documents.
  8. Responsible for developing long range plans related to campus utility infrastructure including electricity purchase. Represents the institution in Thermal Energy Cooperative (TECO) Board of Directors as alternate member and responsible for Utility Operations
  9. Energy Conservation: Responsible for campus energy management. Recommends and implements energy conservation practices, forecast and review annual purchased utility expenditures, and maintain historical utility consumption database.
  10. Indoor Air Quality: Develops innovative strategies to optimize the energy consumption levels with improved air quality through several HVAC operational strategies
  11. Renewable Energy and Sustainability: Responsible for evaluating and implementing various renewable energy projects including Solar Photovoltaic, Wind and Fuel Cells. Integrates renewable energy with campus energy systems. Develops energy conservation plans specifications and cost estimates.
  12. Ensures that system, state and federal rules and regulations regarding facilities are followed.
  13. Manages Human Resources activities of department in regards to: recruiting and selection, hiring and terminating, training, professional development, mentoring, counseling, performance evaluations, and salary planning
  14. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and compliance with applicable laws, regulations, policies and procedures.
  15. All other duties as assigned.
CERTIFICATIONS/SKILLS:

Must be able to inspect construction sites, operate office equipment and drive a vehicle. Must have knowledge/skills of:

  1. METASYS (building automation system)
  2. Direct Digital and/or Laboratory HVAC controls
  3. Vapor compression refrigeration system
  4. EPA non-CFC refrigerants
  5. Various measuring instruments used in the HVAC area
  6. Certified Energy Manager (CEM)
MINIMUM EDUCATION:

Master’s degree in engineering or related field.

MINIMUM EXPERIENCE:

Seven years experience, preferably in a state-supported institution of health sciences higher education.
