POSITION SUMMARY:
Coordinates and oversees
the financial aspects of the Medical School administrative areas; coordinates
the Medical School budgetary process and monitors its financial status.
POSITION KEY ACCOUNTABILITIES:

Coordinates the school’s financial
management activities which involves developing and implementing the budgetary
and expenditure processes, including fund allocation.

Assists supervisor in allocating
annually budgeted funds to departments as directed by the Dean. Assists
in formulating budget guidelines and distributing the information necessary
for the preparation of the annual operating budget. Assists the departments
as necessary in the preparation of their budgets and coordinates the Medical
School budget submission to the Budget Office. Oversees the maintaining
of a computerized database of budgetary information on all Medical School
faculty.

Coordinates the billing to Harris
County Hospital District for services provided at LBJ Hospital and Community
Clinics.

Interfaces with Baylor College
of Medicine to ensure accurate billing and assists in the resolution of
problems that may arise. Oversees monthly reports on the financial status
of the Harris County Hospital District contract, determines the appropriate
distribution of revenue and monitors the expenditures of departments relative
to their budget. Also oversees monthly reports on the financial status
of the Harris County Jail contract and monitor the expenditures of departments
relative to their budget.

Oversees the coordination and
completion of the annual reappointment process for the Medical School.

Develops and implements business
and fiscal policies and procedures as necessary to ensure a smooth business
operation. This includes establishing and maintaining appropriate records
and REPORTS TO: track expenditures and explain variances. Assists in allocating
funds to departments for instructional related expenditures; informing
them of their allocation and provided guidelines on how the funds may be
expended and then monitoring expenditures during the fiscal year to ensure
compliance with the established policies.

Responsible for the monthly
lapse of unused faculty salary dollars, maintaining accurate records and
returning funds to departments or releasing them to the Dean for use in
accordance with policy.

Oversees the routing of monthly
ledger sheets to departments within the Medical School.

Oversees the department purchasing
function and the petty cash function for the school.

Manages Human Resources activities
in regards to: recruiting and selection, hiring and termination, training,
professional development, mentoring, counseling, performance evaluations,
and salary planning.

Responsible for the design,
execution and effectiveness of a system of internal controls which provides
reasonable assurance that operations are effective and efficient, assets
are safeguarded, financial information is reliable, and compliance with
applicable laws, regulations, policies and procedures.

Performs other duties as assigned.
CERTIFICATIONS/SKILLS:
-
CPA preferred but not required.

Proficient with personal computer
software applications including spreadsheets and data base management.
MINIMUM EDUCATION:
Bachelors degree in business
or a related field with a MBA preferred
MINIMUM EXPERIENCE:
Five years directly related
work experience. Experience in management and fund accounting as well as
experience in the health care field would be extremely helpful.
