POSITION SUMMARY:

Directs, develops, recommends and implements diversity, equal employment opportunity (EEO) and affirmative action programs that are in keeping with university objectives and ensures compliance with current legal requirements. Maintains statistics to monitor the effectiveness of the programs and alerts top management to difficulties encountered in attaining and maintaining compliance with established policies.

POSITION KEY ACCOUNTABILITIES:

  1. Prepares and updates the university’s Affirmative Action Plans by obtaining information/data from the U.S. Census, Houston area SMSA, and other labor market statistics.
  2. Develops, recommends and implements university diversity and EEO programs.
  3. Collects and analyzes retention, promotion, and demographic employee data to complete annual reports required by federal and state agencies.
  4. Prepares university reports on: monthly turnover, human resources compliance, EEO/Affirmative Action and Diversity.
  5. Maintains records/statistics to monitor effectiveness of equal opportunity, affirmative action and diversity programs. Alerts top management to compliance difficulties with established policies. Makes recommendations to improve programs and attain compliance.
  6. Investigates and prepares responses to internal discrimination charges
  7. Designs and conducts training seminars for management/employees on EEO/Affirmative Action/Diversity topics.
  8. Serves as the Americans with Disabilities Act (ADA) coordinator and chairs the ADA committee to coordinate activities related to compliance with ADA and Section 504 of the Rehabilitation Act. Keeps abreast on new regulations/legislation and trends regarding EEO, Affirmative Action and Diversity.
  9. Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
  10. Facilitates and responds to on-site compliance/audit reviews performed by external agencies.
  11. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and in compliance with applicable laws, regulations, policies, and procedures.

CERTIFICATIONS/SKILLS:
  1. Prefer professional certification as Senior or Professional Human Resources Representative (SPHR or PHR).
  2. Excellent verbal and written communication skills.
  3. Personal computer skills and software applicable to area of expertise.
MINIMUM EDUCATION:

Bachelor’s degree, preferably in human resources, business or related field.

MINIMUM EXPERIENCE:

Six years of professional level human resources experience to include at least four years in EEO/Affirmative Action and diversity.
