POSITION SUMMARY:

Plans, organizes, and directs a centralized Registrar's Office to ensure that admissions, registration, and record keeping requirements for applicants, students, and alumni are managed in an efficient, orderly, and effective manner.

POSITION KEY ACCOUNTABILITIES:

  1. Directs the overall management of admissions, registration, fee assessment, transcripts, student career information, centralized records maintenance and retention, records security, alumni records, and department budget preparation 
  2. Establishes processes for registration, enrollment, tuition, and fee billings that ensure timely, accurate and student-friendly access via UTLINK telephone and /or WEB. 
  3. Establishes policies for processing applications for admission to the various HSC schools.
  4. Ensures the maintenance of student permanent records using imaging technology.
  5. Determines data processing needs and directs the design and development of systems and subsystems which include record keeping, grade processing and reporting, grade point average calculations, issuance of transcripts, third and fourth-year medical students' rotations and electives, numerous reporting requirements, and system security features. 
  6. Manages functional areas design of SIS in the areas of prospective applicant tracking, admissions, student records, registration and fee billing and DARS degree audit.
  7. Administers veterans' fee exemption qualifications under the Hazelwood Act and residency decisions concerning tuition and fee charges. 
  8. Enforces all statutes governing required courses, scholarships, payments, waivers, immunizations and any other statutes applicable to students, educational requirements, tuition and fees.
  9. Keeps abreast of all state and federal legislation affecting students and public institutions of higher education; communicates information to the Deans; and, ensures implementation of passed legislation.
  10. Maintains the inventory of courses approved for formula funding by the Coordinating Board and assists in the preparation of information needed by the Board.
  11. Prepares regular and ad hoc reports on applicants, students and alumni, as well as related financial information, which are independently required by multiple entities.
  12. Manages Human Resources activities of department in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning.
  13. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable, and compliance with applicable laws, regulations, policies and procedures.
  14. Performs other duties as assigned.
CERTIFICATIONS/SKILLS:

A good understanding of computerized databases and current technology available would be helpful.

MINIMUM EDUCATION:

Master's degree.

MINIMUM EXPERIENCE:

Seven years of experience in registration and admissions at the Assistant/Associate Registrar level.
