POSITION SUMMARY:
Assists in the budgetary
process at the School of Public Health (SPH). Coordinates and oversees
all aspects of personnel management.
POSITION KEY ACCOUNTABILITIES:

Assists the Associate Dean for
Management in annual operating budget peparation. Submits
expenditures outside the approved budget and policy or procedure decisions
outside established guidelines to manager for prior approval. Gathers
data to process the Faculty Incentive Plan awards.

Coordinates and oversees all
personnel management to include: hiring, promoting, disciplining,
and terminating classified staff. Coordinates the hiring process
and pre-employment of faculty, administrative and professional staff, and
student employees and processing student stipend appointments. Oversees
salary work-ups for classified staff and coordinates job offers.
Responsible for the day-to-day processing and meeting deadlines for all
personnel action requests on appointments, terminations, promotions, salary
increases, fund source changes, extensions of funds, percent time changes,
status changes, and leaves of absence. Handles all SPH parking issues.

Provides administrative support
to principal investigators with small funded projects. Monitors the end
dates on all personnel funding regardless of the source of funds to ensure
continued funding.

Processes budget modifications
on state and non-state funds. Oversees the distribution of paychecks,
cumulative time and attendance records of all SPH employees, processing
of monthly and biweekly time reports and coordinates/completes the annual
reappointment process.

Works closely with the Health
Science Center (HSC) International Office to obtain employment clearance
for any student employee who is not a U.S. citizen. Reviews H-IB
visa requests and coordinates processing with the International Office.
Informs the Registrar's Office of student employee terminations since this
could impact in-state or non-resident tuition status. Monitors student
employee’s enrollment status to ensure compliance with FICA exemption status.

Provides advice and counsel
to faculty, staff, and student employees. Liaisons with HSC Administration
on administrative and business-related matters which impact the SPH.

Responsible for the design,
execution and effectiveness of a system of internal controls which provides
reasonable assurance that operations are effective and efficient, assets
are safeguarded; financial information is reliable and compliant with applicable
laws, regulations, policies and procedures.

Manages Human Resources activities
for direct reports in regards to: recruiting and selection, hiring and
termination, training, professional development, mentoring, counseling,
performance evaluations, and salary planning.

Other duties as assigned.
MINIMUM EDUCATION/EXPERIENCE:
Bachelor's degree in business
or a related field required. CPA or MBA preferred.
Five years directly related
work experience. Experience in personnel management highly desirable.
Proficient with personal
computer software applications including spreadsheets and database management
