POSITION SUMMARY:
Provides direction and management
to ensure a safe working and learning environment and to ensure the safe
handling and economical disposal of hazardous chemical, radioactive, and
biological wastes
POSITION KEY ACCOUNTABILITIES:
-
Supervises five operating divisions:
Radiation Safety, Chemical Safety, Biological Safety, Physical Safety,
and Environmental Protection.

Advises Management and the appropriate
faculty compliance committees of the UTHSC-H about safety standards and
regulatory requirements.

Holds regulatorally required
titles of Radiation Safety Officer, Chemical Hygiene Officer and Biosafety
Officer.

Attains and maintains knowledge
of the clinics and laboratories owned or leased, and develops effective
programs to assure compliance and that the working environment is as safe
as possible.

Develops viable and effective
emergency response plans designed to rapidly respond to a variety of possible
chemical, biological and/or radioactive incidents that might occur which
are structured to minimize injury to people and damage to property while
emphasizing control and containment.

Develops and presents applicable
safety training programs for faculty, staff, and students.
-
Prepares draft policies and/or
procedures for review and endorsement by the appropriate faculty compliance
committees, and subsequent approval and implementation by the President.

Maintains an active liaison
with regulatory agencies to assure knowledge of current written guidelines,
statutes, regulations, standards, etc., and that the UTHSC-H is in compliance
with the same.

Assumes the lead in representing
the University when inspections by regulatory agencies occur.

Establishes short and long-term
waste disposal plans and procedures.

Works closely with Purchasing
on contracts for the disposal of certain hazardous wastes to assure their
disposition is both safe and cost effective.

Prepares oral and written presentations
on the status of Environmental Health and Safety with recommendations and
stated needs for the future.

Prepares budget estimates for
the operation of the department, including projections for unusual and/or
unexpected needs.

Manages Human Resources activities
of department in regards to: recruiting and selection, hiring and termination,
training, professional development, mentoring, counseling, performance
evaluations, and salary planning.

Responsible for the design,
execution and effectiveness of a system of internal controls which provides
reasonable assurance that operations are effective and efficient, assets
are safeguarded, financial information is reliable, and compliance with
applicable laws, regulations, policies and procedures.

Performs other duties as assigned.
CERTIFICATIONS/SKILLS:
-
Professional certification in
the safety sciences is desired.

Ability to interface with all
levels of the institutional and regulatory communities
MINIMUM EDUCATION:
Master’s degree in a science
field; doctoral degree preferred.
MINIMUM EXPERIENCE:
Six to eight years related
management experience.
