POSITION SUMMARY:

POSITION KEY ACCOUNTABILITIES:

  1. Prepare the Legislative Appropriations Request for funds on behalf of the Health Science Center to ensure that the various operating unit’s budgetary needs are met.
  2. Formulate instructions, based upon U.T. System requirements, to be used by Health Science Center management in preparing budgets to ensure the legislative request and the annual operating budget are submitted in a timely manner for approval.
  3. Assist in formulating budget policies and administer the same to ensure that all activities affecting the budget are guided by uniform rules and established procedures.
  4. Manage all activities and perform analyses to ensure accurate and timely processing, preparation and maintenance of reports required for implementing the Health Science Center’s budget and cost needs.
  5. Direct the gathering of fiscal and operational data for the preparation of reports.
  6. Report cost information to middle and upper management to support planning, budgeting, and decision-making processing.
  7. Establish standards and procedures for accurate data capture in the expenditure cycle to ensure the integrity of information extracted and analyzed within the institution’s financial records.
  8. Oversee the processing of reappointment annually to ensure budgetary salary, present time, title, tenure status and sources of funds are processed accurately.
  9. Supervise and motivate staff to ensure a smooth and efficient operation.
  10. Manages Human Resources activities for direct reports in regards to: recruiting and selection, hiring and termination, training, professional development, mentoring, counseling, performance evaluations, and salary planning. 
  11. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded, financial information is reliable and compliant with applicable laws, regulations, policies and procedures.
  12. Performs other duties as assigned.
CERTIFICATIONS/SKILLS:

Specialized knowledge in administrative sciences, management information systems, fund accounting, and budgeting and cost management.

MINIMUM EDUCATION:

Bachelor’s degree in accounting or related field.

MINIMUM EXPERIENCE: 

5 years related experience in business or public administration including at least 3 years supervisory experience.
