POSITION SUMMARY:
Oversees all aspects of the
implementation of the PeopleSoft Financial Management System (FMS). Works
under the general direction of the STAR Steering Team to direct the activities
of the Functional Team, Technical Team, outside consultants and other UT
participants to ensure the successful implementation of the system. Manages
all financial, technical, project management, personnel and performance
issues related to the STAR project.
POSITION KEY ACCOUNTABILITIES:

Performs all personnel activities
for the STAR Project Team including recruiting and selection, hiring and
termination, mentoring, professional development, counseling, performance
evaluations and salary planning. Ensures the Project Team is properly trained
and motivated to perform their role.

Develops and maintains the STAR
project plan and coordinates the plan with all participating departments,
staff and consultants.

Monitors progress against the
project plan, takes corrective action and keeps the STAR Steering Team
informed of status and implications of the project team’s efforts.

Develops and monitors the budget
for the STAR Project.

Reviews and approves the output
of the Functional Team, Technical Team, consultants and other UT participants
appropriately to ensure the quality of the work. Ensures that all work
is complete, timely and necessary.

Designs and directs the methodology
used to implement the system.

Works with the post implementation
support teams to ensure a smooth transition to operational status and continued
operational integrity.

Ensures compliance of the new
processes with UT System, Federal and State and UTHHSC policies and procedures.

Keeps process owners, Project
Team members, Project Steering Team members and executive management informed
of progress, issues and solutions affecting the implementation of the system.
Chairs and staffs the STAR Steering Team meetings.

Responsible for the design,
execution and effectiveness of a system of internal controls which provides
reasonable assurance that operations are effective and efficient, assets
are safeguarded, financial information is reliable and compliant with applicable
laws, regulations, policies and procedures.

CERTIFICATIONS/SKILLS:

No certifications required,
CPA preferred

Enterprise Resource Planning
(ERP) implementation, PeopleSoft FMS preferred

Project management, MS Project
2000 preferred

Business process reengineering
-
MS Office or equivalent, analytical
and problem solving skills and superior communication skills
MINIMUM EDUCATION:
Bachelor’s degree or equivalent
MINIMUM EXPERIENCE:
Eight years experience in
business systems implementation including two years in a project leadership
role of a multi-year, multi-million dollar project. Two years ERP implementation
experience strongly preferred (PeopleSoft FMS preferred).
