POSITION SUMMARY:
Responsible for planning,
developing, implementing, administering and managing the recruiting, pre-employment/in-processing,
Profile assessment, and applicant tracking processes.
POSITION KEY ACCOUNTABILITIES:

Manages Human Resources activities
for UTHSC at Houston with regards to: recruiting, applicant tracking, Profiles
assessment, selection, and hiring.

Supervises and directs staff
for assigned function. Provides work direction and assignments. Ensures
departmental goals and standards are met. Manages Human Resources activities
for direct reports in regards to: recruiting and selection, hiring and
termination, training, professional development, mentoring, counseling,
performance evaluations, and salary planning.

Manages budget for HR staffing
function.

Responsible for the design,
execution and effectiveness of a system of internal controls which provides
reasonable assurance that operations are effective and efficient, assets
are safeguarded, financial information is reliable and compliant with applicable
laws, regulations, policies and procedures.

Develops strategies and working
plans to meet departmental and university objectives.

Manages major projects from
inception through implementation.

Develops, interprets, updates,
and implements, university-wide human resources policies and procedures.
Advises university employees on policies and procedures.

Keeps abreast of and develops
programs that comply with federal and state regulations, UT System, and
Regent’s rules.

Develops communications to inform
the university community of changes and activities that will impact them.

Develops and maintains working
references and files to support section activities.

Serves on or leads various university
multi-functional committees and teams.

Other duties as assigned.
CERTIFICATIONS/SKILLS:
Senior Professional Human
Resources (SPHR) or Professional Human Resources (PHR) certification preferred.
MINIMUM EDUCATION:
Bachelor’s degree, preferably
in human resources, business or related field.
MINIMUM EXPERIENCE:
Five years experience managing
a multi-functional Human Resources operation for an organization with more
than 1,000 employees.
