POSITION SUMMARY:

Responsible for the activities of Facility Services operations in recognition and oversight of the physical safety, multiple facility projects and maximization of facility utilization of UT-Houston.

POSITION KEY ACCOUNTABILITIES:

  1. Provides brief and accurate technical information through facilities condition assessment database (ISES) and recommend cost-effective capital project solutions. Manages and conducts ISES survey as deemed necessary
  2. Coordinates compliance activities for the University Facility Operations in fire, life safety, ADA, and physical safety. 
  3. Provides technical assistance, defines the scope on fire, life safety systems for campus renovations, capital projects and new construction.
  4. Identifies cost-effective, reliable and life safety technologies and develops appropriate facility safety and environmental standards and commissioning guidelines.
  5. Furnishes knowledge of facility engineering drawings (AutoCAD), specifications and other documents for facility fire protection, life safety, physical safety, and ADA issues.
  6. Develops, implements, and directs the University Contractor Safety & Oversight process for the University Emergency Response Situation Plan.
  7. Provides project definition and direct project management activities for the University Fire, Life Safety and ADA capital Improvement projects.
  8. Responsible for oversight of multiple, small facility projects including; plant/program adaptation, capital renewal, energy conservation and deferred maintenance project.
  9. Oversees bidding, negotiating, and implementation of all contracts required to support the assigned projects.
  10. Ensures cost effective and efficient project delivery methods.
  11. Oversees the design and development for remodeling or build out space with consultants and internal resources.
  12. Oversees moves and maximization of campus-wide furniture systems standards. 
  13. Develops and implements policies and procedures for Facility Services.
  14. Ensures that UT-System, UT-Houston, State and Federal rules and regulations are met.
  15. Has a budgetary preparation and administration responsibility for Facility Services. Authorizes budget expenditure for Facility Services.
  16. Participates in short and long-range planning and scope definition on multi-disciplinary safety facility, utilization plans and life cycle planning for UT-Houston.
  17. Participates in long-range planning and scope definition on multi-disciplinary safety facility systems, Manages Human Resources activities of department in regards to: recruiting and selection, hiring and terminating, training, professional development, mentoring, counseling, performance evaluations, and salary planning
  18. Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that University Safety Processes are effective and efficient, personnel and assets are safeguarded, information is reliable and in compliance with applicable laws, regulations, policies and procedures.
  19. All other duties as assigned.
CERTIFICATIONS/SKILLS:

Must be able to inspect construction sites, operate office equipment and drive a vehicle.

Preferred: Nationally recognized Certified Safety Professional

MINIMUM EDUCATION:

Bachelor’s degree in engineering, architecture, industrial hygiene, safety or other appropriate discipline

MINIMUM EXPERIENCE:

Ten years experience in a leadership role, preferably in a state-supported institution of health sciences higher education.
