Policy:
UTHCPC supports community needs by serving as host for other area psychiatric
institutions that might need to evacuate their beds as a result of emergency
situations. UTHCPC is a member of the local organization psychiatric hospitals
who meet regularly to coordinate response of local community psychiatric hospitals
to local disasters.
Procedure:
The following procedure defines roles of UTHCPC and the local facility in need
of loaned space as follows:
UTHCPC Responsibilities:
| 1. | UTHCPC maintains readiness to support additional beds for local psychiatric facilities who may be in need of temporary housing in the event of internal or external disaster. Unopened units at UTHCPC are surveyed regularly to ensure that beds are present and in working order and that equipment is up to date and functioning. (20-33 beds are available to respond to local needs) |
| 2. | In the event of external or internal disaster at an area psychiatric hospital, UTHCPC hospital administrator is contacted by local psychiatric hospital administrator with a request to use space at UTHCPC |
| 3. | UTHCPC administrator or designee will identify number of open beds, available food and supplies and confirm availability of bed space. |
| 4. | UTHCPC administrator or designee will respond to requesting administrator as soon as possible but no longer than 30 minutes from the time of the original request. |
| 5. | The UTHCPC Safety Officer, Facilities Director, and Infection Control nurse will perform a walk through of space prior to occupation by local facility staff to ensure that the area is safe, free of hazards, and ready for pt occupancy. (Fire plan will be posted on nursing station, refrigerator temperature will be checked, furniture will be in good condition) |
| 6. | UTHCPC pharmacy will handle all medication requests and fill all scripts for the period in which bed space is on loan. Medication will be distributed using unit does. A bill for meds used will be forwarded the week after return to local facility. |
| 7. | UTHCPC will charge a room charge for each bed used during the period the unit is on loan. |
| 8. | UTHCPC will provide lab services for local facility patients. |
| Local Facilities Responsibilities: | |
| 1. | Local facility will be expected to provide sufficient clinical staff members and doctors to care for number of pts referred. |
| 2. | Local facility will be responsible for communicating their new location to the respective accreditation body and to patient's families. Maps will be made available to local facility staff so that they may give directions to family members wanting to visit family members. |
| 3. | Local facility will provide license information and names of all clinical staff and physicians who will be providing care on the loaned unit. File of these names and license numbers will be kept in Human Resource office at UTHCPC. |
| 4. | Local facility will document using their approved forms. Local facility will bring patient charts with them to loaned unit. Local facility staff will ensure that records are kept confidential and in a secure location. |
