All policies, procedures, rules, regulations, and practices of the hospital shall be designed to coordinate in purpose and function with standards established by the JCAHO and other published, accepted standards of clinical care.

All policies, procedures, rules, regulations, and practices of HCPC are subordinate to those established by the UTHSC-H, the UT System Board of Regents, and federal law.

All policies, procedures, rules, regulations, and practices of the hospital will recognize and promote the inherent dignity, worth, and involved in giving or receiving services. No recognized human or civil rights will be violated in the course of service delivery.

Authority for hospital operations shall rest with the Executive Director, Administrator, and their designees. Mechanisms for interdepartmental communication will be established and supported.

The hospital will be operated in a fiscally responsible manner, ensuring that quality of care does not depend upon financial status, and always striving to fulfill public fiduciary responsibility
